To discharge all of the Council's functions except those reserved to the Full Council and those matters specifically delegated to other committees including:
Preparation and management of the Council's budget
Management of Council assets
Control, monitoring and review of income and expenditure, both revenue and capital
Employment and personnel issues delegated to the HR Sub-Committee except for the appointment of the Town Clerk and Deputy Town Clerk
Civic matters
Standing orders, financial regulations and other policies aimed at ensuring effective governance
Responding to consultations by external organisations
Manage the process of consulting the community and third sector groups on policy development
Urgent action - to be delegated to take urgent action which in the committee's judgement cannot be left to the next meeting of Full Council, as long as the action is reported to that meeting at the earliest opportunity

Each committee has responsibility for discharging the following functions:
1.    To examine on behalf of the Council various policies, strategies and plans relating to its subject area and to report these to the Full Council;
2.    To undertake reviews or policy development tasks in relation to any matters falling within the remit of the committee or as requested by the Strategy and Policy Committee; and
3.    Community engagement on issues linked to the purpose of this committee
