Role
Aim
To commission and consider reports on all aspects of the staffing and organisation of the Council and make recommendations to the Strategy & Policy Committee or, in exceptional circumstances for expediency, direct to Full Council
Method of Working
To consider, review and make recommendations on:-
Human Resources:
All aspects of staff pay and conditions of service
Staff policies and procedures
Performance Development and Review Procedures
Workforce Planning
Accommodation, Systems & Equipment:
Workplace issues
Procurement policy and practice
Energy,Water and Waste policy and practice
Council Transport
Information and Communication Technology
Health and Safety at Work and COSHH
To hear appeals by employees against disciplinary action taken by the Town Clerk
To consider complaints against the Town Clerk or unresolved complaints about Council procedures or practises
Delegation
To recruit, select and appoint employees within the staffing structure approved by Council
The recruitment of Town Clerk to be endorsed by Full Council
Public Participation
The public's attendance and participation at meetings of the Organisational Management Sub-committee is welcome. Each meeting commences with a 15 minute session in which members of the public can speak in relation to an item on the published agenda
